Apply consistent empty-string handling across main.py and scanner.py
to prevent ValueError when KIS API returns empty strings.

Changes:

Implements issue #20 - Behavioral Rule: Volatility Hunter

Components:
1. src/analysis/volatility.py
   - VolatilityAnalyzer with ATR calculation
