governance: READ-ONLY 파일 변경 승인 절차 명문화 #356

Summary

PR #354에서 lint 정리 중 src/core/risk_manager.py, src/core/order_policy.py 변경이 포함됨.

저장소 정책상 해당 파일들은 READ-ONLY/특별 승인 대상이라, 동작 변경이 없더라도 승인 흔적(명시 코멘트/체크리스트)과 절차를 분리해 관리할 필요가 있음.

Action Items

  • READ-ONLY 파일 변경 시 승인 템플릿(승인자/근거/범위) 정의
  • PR 템플릿에 READ-ONLY touched 여부 체크박스 추가
  • governance validator에 READ-ONLY touched + approval evidence 검사 추가(가능하면)
