Summary

#350/#352 원안의 미완료 항목인 docs/README.md (문서 라우팅 허브) 도입을 별도 이슈로 분리한다.

현재 문서 허브는 docs/ouroboros/README.md 중심이며, 저장소 전반 문서(workflow, commands, testing, agents)를 아우르는 상위 인덱스가 없다.

Scope

신규: docs/README.md
- 문서 역할/우선순위/읽기 순서 정의
- SSOT 기준 문서 링크 정리
기존 문서 링크 정합성 점검
- README.md, CLAUDE.md의 문서 진입 링크와 충돌 없는지 확인

Acceptance Criteria

docs/README.md 추가
상대경로 링크만 사용
python3 scripts/validate_ouroboros_docs.py 통과
python3 scripts/validate_governance_assets.py 통과
