Summary

validate_docs_sync.py가 재도입되면 CI/PR 템플릿에 연동이 필요하다. 이를 별도 이슈로 분리한다.

Scope

.gitea/workflows/ci.yml, .github/workflows/ci.yml
- docs sync validator 단계 추가
.gitea/PULL_REQUEST_TEMPLATE.md
- Docs Sync 체크 항목 추가/정비
docs/commands.md
- 로컬 실행 커맨드 및 트러블슈팅 추가

Acceptance Criteria

PR/push 경로에서 docs sync validator 실행
실패 메시지가 어떤 문서 규칙 위반인지 식별 가능
템플릿/commands 문서와 실제 검증 동작 일치
