작업 내용

  1. 80_implementation_audit.md 정리 (리뷰 이력 삭제, SQL 분리, 데이터 품질 섹션 축소)
  2. scripts/audit_queries.sql 신규 작성 (80_에서 분리한 표준 집계 SQL)
  3. 85_loss_recovery_action_plan.md 신규 작성 (Phase 1/2/3 작업 분해, 13개 ACT 항목)
  4. docs/ouroboros/README.md 업데이트 (85_ 링크 추가)
  5. Gitea 이슈 13개 생성 (#318~#330)
