Summary

  • Move root CLAUDE.md full guide into new root agents.md
  • Keep CLAUDE.md as a lightweight entrypoint that points to agents.md
  • Add Agent Workflow Gate (Claude/Codex) section in agents.md to enforce process-doc preflight
