Summary

  • AI 에이전트의 영구적 행동 제약 사항을 문서화
  • Gitea workflow 강제, document-first 라우팅, 코드-문서 동반 수정 규칙 명시
  • docs/agents.md, docs/workflow.md 보완 (대체 아님)

Test plan

  • 문서 전용 변경, 코드 변경 없음
  • 기존 docs/ 구조와 일관성 확인
