Summary

• process-change-first 기반 구현 착수 게이트를 문서/스크립트에 강제
• handover 템플릿에 process_gate_checked 필드 추가
• strict handover 체크에서 placeholder/미병합 상태 차단

• python3 scripts/session_handover_check.py --strict
